Jerry Carter running to replace Clary in State House District 3
CLEMSON — Jerry Carter, the former CEO of the National Council of Engineering and Surveying, has officially filed for the Republican nomination for the South Carolina District 3 seat in the State House.
Carter has lived in Pickens County since 2001, when he joined the National Council of Examiners for Engineering and Surveying (NCEES) as its director of corporate affairs. He was promoted to assistant executive director in 2003 and CEO in 2007, where he served until he retired in January 2019.
During his tenure as CEO, the NCEES reserves grew from $18 million to an excess of $54 million, employed a staff of more than 70 people and signed multiple agreements with foreign universities and professional associations to offer the NCEES licensure examinations. He oversaw a transition of the NCEES pencil/paper exams to a computer-based delivery system, and he helped develop an online registration and compliance database for all licensure candidates and member boards.
In the community, Carter currently serves as the chair of the church council for Clemson United Methodist Church and recently led a comprehensive visioning effort to develop strategic goals and metrics for the church. Carter also completed training in 2019 to become certified as a Guardian ad Litem for Pickens County and currently serves as an advocate for abused and neglected children who are involved with the Pickens County family court system.
Carter is a native of North Carolina, where he received a bachelor’s degree in sociology from Atlantic Christian College, located in Wilson, N.C.
Carter began his professional career in 1974 as a probation/parole officer for the North Carolina Department of Corrections in Greenville, N.C. In 1979, he was promoted to the position of case analyst with the North Carolina Parole Commission in Raleigh, where he served until 1984 when he accepted the role of associate executive director of the North Carolina Board of Examiners for Engineers and Surveyors. In 1992, he was promoted to the position of executive director. He held that post through 2001.
Carter is seeking the post being vacated by Gary Clary, who has served in the House since 2012. Carter will be running in the scheduled June primary, and if he wins, will then run in the general election in November.
