All that certain piece, parcel or lot of land, lying and being situate in the State of South Carolina, County of Pickens, being shown and designated as Lot 6, containing 0.58 acres, more or less, being shown and designated on a Plat of Dillard Estates, A Subdivision for Larry Black and Gerald Black prepared by G. TERMS OF SALE:  The successful bidder, other than the plaintiff, will deposit with the Master in Equity for Pickens County at conclusion of the bidding, five percent (5%) of the bid, in cash or equivalent, as evidence of good faith, same to be applied to the purchase price in case of compliance, but to be forfeited and applied first to costs and then to plaintiff’s debt in the case of non-compliance.  If the Plaintiff’s representative is not in attendance at the scheduled time of the sale, the sale shall be canceled and the property sold on some subsequent sales day after due advertisement.  Should the last and highest bidder fail or refuse to make the required deposit at time of bid or comply with the other terms of the bid within thirty (30) days, the deposit shall be forfeited and the Master in Equity for Pickens County may re-sell the property on the same terms and conditions on some subsequent Sales Day (at the risk of the said highest bidder).  As a deficiency judgment is being waived, the bidding will not remain open thirty days after the date of sale.  Purchaser shall pay for preparation of deed, documentary stamps on the deed, and recording of the deed. PROJECT: Banking Services
REQUEST FOR PROPOSAL Proposals submitted after the due date will not be considered. Consultants accept all risks of late delivery or spam delivery submittals regardless of fault. The City of Pickens reserves the right to reject any and all submittals and informalities in the submittal and evaluation process. This RFP does not obligate The City of Pickens to pay any costs incurred by respondents in the preparation and submission of their proposals.  Furthermore, the RFP does not obligate The City of Pickens to accept or contract for any expressed or implied services.
 General Information
PURPOSE/BACKGROUND: The City of Pickens is soliciting requests for proposals from qualified financial institutions to provide full, integrated banking services to the city. The City intends to maintain all banking services with one financial institution to maximize cash flow and minimize administrative costs. As such, banking service proposals must include services for the account system outlined. Wells Fargo currently provides banking services to the city. This request is to test the market to assure the city is receiving the optimum level of service at a competitive price.
BRIEF SCOPE OF SERVICES:
Vendors shall provide a scope of work and project proposal in accordance with the information provided in this request.  The Proposal must include the following elements:
– A list of required and optional services
– State anticipated start date and duration  of banking services agreement (include initial contract periods with options for extension, if possible)
– Overview of online services as well as      training procedures
– Electronic Storage
– Payment Card Services
QUALIFICATIONS:   This project will require the firm or individual to have the following qualifications:
– Geographic proximity to the government
– Ability to provide collateral on all deposits
SUBMITTAL REQUIREMENTS:
Responses to this RFP must include the following information:
– General Banking Information
– Incentives offered
– Account Servicing
– Fee schedules
PROPRIETARY PROPOSAL MATERIAL: Any proprietary information revealed in the proposal should, therefore, be clearly identified as such.
 – The city intends to enter into a formal banking services contract with the awarded bank that will incorporate all provisions of the RFP and bank response. Additional terms and conditions will not be included in the contract unless mutually agreed to by both parties.
– Require proposers to complete proposal forms. No proposal will be considered without completion of these forms. If a bank is unable to meet or exceed the requirements specified, then the phrase “no proposal” should be entered for that item.
– Reserve the right to reject any or all bids and select the best bid in the opinion of the government entity.
– Reserve the right to eliminate any individual service contained in the proposal, if based on analysis, the fees for providing the service are excessive, or if the service proposed can be performed in an alternative manner.
– Provide that a subsequent contract/agreement may be terminated by the bank on 180 days written notice or by the government with 90 days’ notice (or some predetermined number of days). The time selected should be sufficient for a new RFP to be issued and an award made.
